Here is a web site to check out the Jericho Mountain State Park ATV Festival taking place on July 10th and 11th 2010. So far being planned is a Poker Run. We are working on other ideas at this time. Question does NH law permit out of state licenses for special events like the festival. In Maine if there are special festivals or events the has provisions for out of state Licenses for that specific event only, and does not require a Maine registration.

The ANSWER to your question is Yes, see below Fish and Game Law listed. Does the State of NH(BoT, DRED) NEED a Permit to have an event on State Land used for that purpose (OHRVs)....NO. Will the BoT and DRED insist on Out- of- Staters having NH Reg..... Maybe.....thats the QUESTION.215-A:30 Events. – I. Any person, organization or corporation who wishes to operate or to promote any snow traveling vehicle or OHRV or snowmobile event or contest involving the use of unregistered snowmobiles or unregistered OHRVs shall procure a permit from the executive director. The application for the permit shall be on an annual basis, shall include a listing of scheduled events and shall be accompanied by an annual fee of $50. Participants in an event or contest shall not be required to register in New Hampshire, but shall operate under the provisions of the permit. Any such participant who is not registered in New Hampshire shall not operate away from the race course or contest area specified in the permit. Distribution of any fees collected under this section shall be as follows: (a) The first $35 shall be appropriated to the department of resources and economic development for the administration of the bureau, and shall be used by the bureau for its grant-in-aid program pursuant to RSA 215-A:23, VI and RSA 215-C:39, VII. (b) From the balance, $7.50 shall be appropriated to the department of resources and economic development for administration of the bureau for the purposes listed in RSA 215-A:23, VII, RSA 215-C:39, VIII and $7.50 shall be appropriated to the department of fish and game for the purposes specified in RSA 215-A:23, VIII and RSA 215-C:39, IX. II. Unregistered OHRVs may be operated as part of an organized, commercial OHRV event or contest that takes place on property owned by the organizer of such event or contest, without a permit being obtained under paragraph I. III. The OHRV training and driver's license requirements of RSA 215-A:29, I(b) and III or RSA 215-C:49, I(b) and III shall not apply to any person participating in an organized event or contest permitted under this section or in an event not requiring a permit as provided for in paragraph II. IV. The provisions of RSA 215-A:29, I(a) and II shall not apply relative to any person under 14 years of age participating in an organized event or contest, where the organizer of the event or contest has obtained landowner permission and procured a permit from the executive director for such type of activity in the same manner and under the same terms as provided in paragraph I. The organizer of the permitted event or contest shall be responsible for maintaining conditions that have the effect of ensuring actual physical direction and control over participants under 14 years of age. During the last NHOHVA BOD meeting, Dano explained that the Division/Bureau was not hosting the event. So he will be making out the paperwork for the necessary F&G rally permit, and looking into event insurance.

I did get the paperwork from F&G. I will be putting in the paperwork for the rally permit. I am going to try to get the whole weekend covered.

I shouldn't be a problem covering the whole weekend. And any future events that Androscoggin may hold through out the year can be added under the same permit for no extra cost.

Just came from a meeting on the festival...things are shaping up for the festival weekend. There will be a poker run, romp in the hay, ATV demo rides, kid rides, and lots of great food.
All of Jericho Mountain State Park, the City trail and all of the Success Trails will be open to ride and you don't have to be state registered. The event permit is done and will cover the entire weekend event.
You do need a special wrist band that are on there way to one of the many locations in the Berlin & Gorham area. They are free of charge and needed to ride the trails without being registered.

Council gets briefing on upcoming Jericho ATV festival
BERLIN — Interest in the upcoming ATV festival at Jericho Mountain State Park is high and the state is encouraging local businesses to get involved. The city council received a briefing on the festival Monday night from N.H. Trails Bureau District Supervisor Clint Savage and Nancy Clark of the Glen Group.
The festival will be held July 10, and 11, at the park and Clark said there is a lot of momentum building for the event. Her firm was hired last year by the state Department of Resources and Economic Development to do a North Country Marketing Initiative that included marketing the festival.
The free festival will include a poker run, scavenger hunt, and a mud pit. Clark said there will also be music and kids’ activities. Manufacturers and local dealers will be on hand with the latest off-highway vehicles including ATVs, side-by-sides and trail bikes available in many cases to demo.
Clark said they have focused on marketing the event out of state and region and have put the festival on hundreds of event listings. There is also a web page dedicated to the festival and every ATV club in the state has been notified. She said they are receiving inquires about the festival daily with a lot of interest from Canada and northern Maine.
She said now they are trying to get local businesses to participate. “The more local businesses thebetter,” she said. Clark is working with hotels and motels to offer lodging packages and hopes to get restaurants interesting in listing on the web site. Vendors, including Berlin police, will be offering food for sale at the festival with everything from Hawaiian ice and sausages to muffins and burgers available.
With limited parking at the park, Clark said the organizers have lined up parking lots all over the city for ATVers to use. Savage said riders at the festival do not have to register their ATV or trail bike if it is only used at the park, on the city’s connector trail, and on the Success trail system for the two days.
There are just over 50 miles of trails at the park. Mayor Paul Grenier said he can sees the event growing over time and said if it grows to be just five percent as big as Laconia Bike Week it will be a big shot in the arm for the local economy.
Clark said she would like to see more community involvement especially from restaurants which she said have been slow to respond. Councilor Bob Danderson asked if there is camping at the park yet.
Savage said no but the bureau expects soon to issue a request for proposals seeking a private developer to build and operate a campground under a long-term lease with the state. Danderson suggested getting the festival on the Outdoor Channel and Clark said she would pursue that suggestion.

The Androscoggin Valley ATV Club had nothing to do with the date's of this event, we were invited to participate in it as every other ATV Club in NH was. Our Club had nothing planned for this weekend so we are participating. We hope the Warren Old Home Days is as good as always. Have fun!
If you want to complain about the dates, this is the wrong message board to do so.

It is too bad that this event can not be held on a weekend that nothing else is going on. The summer months are hard to plan things, because so many things are being done, in what seems to be a very short period of time.
This event was planned by the Glen Group out of N. Conway NH and I'm sure they did the best they could to make sure it was on a date that was best for the area. There are quite a few events during the month of July, so which date would be the best to hold this event? The AV ATV Club is taking part in this event to help the park it is helping to make a great ohrv park for the state and New England area.
As I have spoken with a lot of people from other atv clubs from around the state, it would be nice to hear something like, "good luck with the festival, I can't make do to other things going on" or something like that. If this event wasn't going on, I would be in Warren having fun and supporting that club....

Actually that would be supporting a Town event. Does Berlin have a City event that the ATV community could show support for? Would it possibly make any sense to have something on November 7th (?) to Celebrate the Birth of the City Connector Trail? Rabid, I am not sure where you are going with this. This is not a City of Berlin event what so ever.
