I stand corrected, it was not a "new" law, it was admended, here is the bit about Jericho Mountain State Park, from rsa 216, section 216-a:3-g
[Paragraph VI effective January 1, 2011.]
VI. No admission fee shall be charged for day use of the state park system to the occupants of a vehicle with a number plate bearing a special registration plate symbol authorized by RSA 261:75-c. Any fees for the use of metered parking or enterprise activities as defined in paragraph II shall be charged to such persons. VII. (a) The commissioner shall periodically review all fees paid for entrance into and use of state parks. (b) The commissioner may immediately begin to accept donations for the use and maintenance of Jericho Mountain state park and shall require fees for the entrance into and use of Jericho Mountain state park beginning on or before January 1, 2011. All fees generated by Jericho Mountain state park shall be deposited into the state park fund established in RSA 216-A:3-i. Such fees shall be based on revenue projected in the master plan and shall be in addition to registration fees for vehicles, all terrain vehicles as defined in RSA 215-A:1, I-b, and off highway recreational vehicles as defined in RSA 215-A:1, VI. (c) Utility terrain vehicles may be permitted in Jericho Mountain state park, provided such vehicles do not exceed the weight limit of 1,200 pounds and width limit of 60 inches in accordance with RSA 215-A:43, VII(c).

Doesn't state anything about limiting it to parking.

After paying for two quads at the out-of-state, non-resident fee, I think asking for tolls to park is getting irritating. I love going up there but if it's going to be a fee based activity on top of the registration costs, I may end up going to Maine more. There are plenty of trails in ME within the 3.5 hour drive it takes me to get to Jericho.

After raising snowmobile registrations, NH saw a decline of greater than 13% of registrations... while Maine in the same economy saw less than a 2% decline.
So my expectation is that quad registration in NH will also be decimated as Maine turns up the heat.

I am not sure that a day use toll is the right answer, only because the funds could be used else where. I don't mind the three hour ride to Berlin and most likely will stay overnight several times in the coming months. If cost continue to rise it would be cheaper for me to ride in Maine as a non-resident than N.H. as a resident. Don't take this the wrong way I firmly beleive in supporting this sport but at some point you have to look at the overall picture and cost is one of them.

I explained that to them when the park was being planned. We'll have to wait to see how things develop.
I do know the Legislature just got to see the business revenues generated over the winter... it wasn't too impressive.

Was it snowmobile revenue or the previous season of ATV riding during the spring, summer, and fall? Just curious. I would think with all the snow that it was a pretty good year snowmobile-wise. I did a winter trip up to Jericho in December but the snow that fell a couple days before was on the roads so I didn't go into town for lunch or gas. I would be more willing to go up in the winter if I could go into town for a nice hot lunch or to get gas.

April revenue is from business during the months of January, February, and March.
Good snow... yes. Good snowmobile year... no. They budget for 61000 registrations, and sold 52000 (8000 fewer than last year). As I pointed out... Maine saw less than a 2% decline in regs, while NH saw a greater than 13%. That equates to 100s of millions of dollars in lost economic benefits.
As for the City Connector Trail... I believe that is a decision of the City of Berlin for safety reasons.

Yeah, I understand about safety issues. The day I was up there a couple snow squalls came through. While on the way home there were people who couldn't get up hills because it got packed by the cars into ice. Can't imagine being on a quad and having a car slide into me. Ouch...

Its something that Berlin was worried about. In Quebec, right through the center of town on the streets in the middle of winter.

How are the trail conditions? I'm headed up for the long weekend with my daughter, and just wanted to have an idea of what to expect. Thanks in advance.

The trails are open, but please wach out some of the trails are cery wet and some may even be closed due to culvets being washed out. We had a lot of rain this month. These problem areas are going to be fixed, but they have to dry so the machines can get to them, still way to wet...

I really hope they don't add a user fee to the atv park. Our campground idea was shot down due to zoning issues, and other town and state issues that I don't want to talk about. If this state/town really want this park to draw the crowds it needs, they will need to be a little more flexible on the fee's and zoning.
We rode the park before the snow came and it is awesome. Plan on coming up for the festival.
Ride hard my friends.
